Shipment Financials: Customer Admin Access Restored

Customer admins can see shipment and duties data on Shipment Financials again. After shipments moved to a company scope for multi-brand support, the financials view was still deciding access on a per-brand basis, so shipments that weren't tied to a specific brand denied access to admins with company-wide reach — sometimes silently blanking the section, sometimes surfacing a permissions error toast. Access is now checked against the company scope, matching the underlying shipment view.
