Fulfillments: Failed Ones Can Be Cancelled

A fulfillment stuck in Failed To Fulfill can now be cancelled. Cancelling first walks the fulfillment back to draft so allocation unwinds cleanly, instead of erroring on the state check and stranding the fulfillment.
