Invitations: Password Minimum Length Now Actually Enforced

Accepting an invitation checks the new password's length against the configured minimum. The check was in place but wired to a setting key that didn't exist, so it silently passed on anything. New passwords set through an invitation now have to meet the minimum length, matching what the sign-up form was already asking for.
