Dashboard: Full Issue Text On Orders Requiring Attention

The Issue column on the dashboard’s Orders Requiring Attention table used to slice its badge off mid-word when the message ran long, so a diagnostic like “Ambiguous product match for UPC …” ended at “…product-ident” with no way to read the rest. The badge now fits the cell, ends in an ellipsis when there is more to say, and the full message shows on hover. Badges that already fit look the same as before.
