Notifications Drawer: All Tab Lists Everything Again

The notifications drawer could show its All tab empty while the Unread tab still listed notifications — confusing, since "All" should be a superset. The All tab now lists everything as expected, regardless of the kind or category a notification carries. As a small follow-up, the "Mark all as read" action is hidden when the list is empty so it no longer lingers over an empty state.
